Renters in Australia could save $20 billion on energy bills over a decade through rooftop solar, insulation, and efficient appliances, but landlords lack financial motivation to make upgrades due to 'split incentive' issues where landlords don't receive energy savings. The Institute for Energy Economics and Financial Analysis recommends regulatory standards across states and territories to address the problem.

My landlords are great with maintenance. New hot water system, new toilet and new dishwasher as required. Getting a green bin, which costs them $100 more per year in rates and the installation of rooftop solar are not part of property maintenance so we don't receive them. Meeting new minimum standards that includes rooftop solar seems appropriate.

Not gonna happen for 99% of landlords. Because only a smart landlord sees how such things are value adding.
